First of all, I created a landing page where the potential customers will enter their email addresses.

Then, I set the objectives of ads to web conversion for website optimization.

Custom Audiences

In addition, using the custom audiences of Facebook Ads, you can gather users who visited your websites (landing pages, thank you page, etc) and retarget them in your future Facebook ad campaigns.

As a result, the cost per action or cost per result will be lower because the audience knows your brand already when they visited your website.
